16,1-8a The parable of dishonest steward has to be understood in the light of the Palestinian custom of agents acting on behalf of their master and the usurious practices common to such agents. The dishonesty of the steward consisted in the squandering of his master's property (1) and not in any subsequent graft. The master commends the dishonest steward who has forgone his own usurious commission on the business transaction by having the debtors write new notes that reflected only the real amount owed the master (i.e., minus the steward's profit). The dishonest steward acts in this way in order to ingratiate himself with the debtors because he knows he is being dismissed from his position (3). The parable, then, teaches the prudent use of one's material goods in light of an imminent crisis.

In the love of the Saviour, I cordially greet the whole Church of God in Namibia, and I welcome you, the Pastors of the Archdiocese of Windhoek, the Diocese of Keetmanshoop and the Apostolic Vicariate of Rundu. As an Episcopal Conference, this is first time that you have come to Rome on your visit ad Limina Apostolorum: to venerate the tombs of the blessed Martyrs, Peter and Paul, whose blood sealed the unique service of this "greatest and most ancient Church" (St Irenaeus, Adv. Haer. 3.3.2); to "see Peter" (cf. Gal 1:18) in the person of his Successor and to give an account of your stewardship (cf. Lk 16:2). Together, we can rejoice that the good seed of the Gospel is bearing a rich harvest in your country, so promising in its youthful vigour. The setting up of the Hierarchy in 1994, the establishment of diplomatic relations between Namibia and the Holy See in 1996, and the recent formation of the Namibian Catholic Bishops' Conference are positive signs that the Lord who began his good work in you will bring it to completion (cf. Phil 1:6).

Every five years the Bishops come to Rome, not just for routine administration, that is, to present a report on the state of their diocese. After all, they need to confront the condition of their souls, and, what is called for, their own personal holiness and that of their flock. No Bishop can avoid the divine requirement "redde rationem villicationis tuae" (give an account of your stewardship): give an account of your ministry and of the souls entrusted to you (cf. Lk 16,2). Thus you must entrust your fidelity to your obligations, your resolutions and the experiences you have had at the Apostolic See to the Divine Consoler, so that in the future they may fortify the soul of the entire diocese bringing it ever closer to our heavenly home.

This parable often raises difficulty because it seems to give as example a crook. But Jesus does not hesitate, in other parables, to compare the judgement of God with that of a judge without justice (18,1-8), nor with invitations his disciples to be clever as snakes (Mt 10,16); it is clear that it does not exhort them in injustice or in nastiness there. In the present parable, it looks after to describe the manager as deceiver(v. 8). If this one is an example(cf. 10,30 note), it is only by its skill.

In the present state of the text, the parable is followed by a series of sentences on the usage of money (vv. 9-13). It is sometimes hesitated to fix the point where finishes the parable and where begins the comments. It seems however that, in the text of Luke, this point can be put between vv.8 and 9: it is in v. 9 in effect that Jesus intervenes in the first person and that the question of skill is passed to that of money. So v. 8 concludes the parable, by inviting the disciples to be also clever in the service of the Kingdom how the crooks of this world in their dishonest business.
